Introduction to RQF

The landscape of UK immigration is always evolving, and for those aspiring to work in the UK under a Skilled Worker visa or planning to switch to a Skilled Worker visa, staying informed is key. In light of the UK Government’s proposed immigration reforms announced on 12 May 2025, one of the most significant proposed changes is raising the minimum skill level from Regulated Qualifications Framework (RQF) Level.



Currently, jobs eligible for a Skilled Worker visa generally need to be at RQF Level 3 or above. However, the UK government has announced plans that could see this threshold raised back to RQF Level 6 and above. While this change may not affect those already on a Skilled Worker visa, it’s a significant consideration for anyone planning to apply or switch to this visa category after the new rules potentially take effect.

Many individuals are now proactively trying to understand the RQF level of their target jobs to make informed career decisions. Although the official Skilled Worker visa: eligible occupations and codes list is the definitive source (and was last updated on 9 April 2025), this guide will help you estimate the RQF level of a job for future planning.

What is the Regulated Qualifications Framework (RQF)?

Before we dive into checking levels, let’s understand what the RQF actually is.

The Regulated Qualifications Framework (RQF) is a system used in the UK to catalogue all qualifications by assigning them a level based on their complexity, depth of learning, and the outcomes achieved. Think of it as a hierarchy, with qualifications ranging from Level 1 (representing basic knowledge and skills) right up to Level 8 (the most advanced, such as doctoral degrees).

The primary aim of the RQF is to offer a transparent and consistent way for employers, learners, and education providers to understand the value and difficulty of different qualifications. This standardisation ensures quality and rigour, bolstering the credibility of the UK’s education and training system.

The RQF is structured into eight levels:

Introduction to RQF Level 6

As part of the UK Government’s immigration reforms under Statement of Changes HC 997, a significant shift has been introduced for the Skilled Worker visa route. From 22 July 2025only occupations classified at RQF Level 6 or above (equivalent to graduate-level jobs) are eligible for new Certificates of Sponsorship (CoS).

This new requirement is designed to streamline immigration to higher-skilled roles and aligns with the Government’s broader strategy to prioritise economic contribution and reduce net migration. This blog presents a comprehensive occupation list eligible under the RQF Level 6 requirement.
